STATEMENT of the Movement for Reforms and Development of Tajikistan on the Arrest of Tahmina Samadova and the Systemic Discrimination, Xenophobia, and Aggressive Policies of the Russian Federation

The Movement for Reforms and Development of Tajikistan expresses its profound concern and unequivocal condemnation of the systemic discrimination, xenophobia, and ethnic hatred that have regrettably become integral to the domestic policies of the Russian Federation. Of particular concern is the recent arrest of Tahmina Samadova, a dual citizen of Russia and Tajikistan and a mother of seven children. This incident underscores the alarming trend of persecution targeting national minorities.

This case serves as a stark example of the unjust treatment endured by Tajik citizens, who are subjected to harassment, threats, and humiliation solely on the basis of their ethnicity. The arrest of Tahmina Samadova, coupled with subsequent pressure exerted on her, is not an isolated incident but part of a broader state-led campaign aimed at inciting ethnic hatred and diverting public attention from internal issues. Xenophobia, employed as an instrument of state propaganda, erodes the fundamental principles of human rights and the international order.

Russia has forfeited its moral authority to claim the status of a responsible member of the international community. Its domestic repressive policies are mirrored in its aggressive foreign policies, including the war in Ukraine, the occupation of territories in Georgia and Moldova, and persistent interference in the affairs of sovereign states. These actions undermine regional and international stability, rendering Russia a significant threat to global security.

The Movement for Reforms and Development of Tajikistan demands that the Tajik authorities take immediate and decisive action to safeguard Tahmina Samadova and all Tajik citizens subjected to persecution in Russia. We call upon the government of Tajikistan to employ all available diplomatic, legal, and political mechanisms to end these discriminatory practices.

Moreover, we urge the Tajik people to demonstrate unity and solidarity in the face of such injustices. Should Russia fail to release Tahmina Samadova and cease the systemic discrimination against Tajik citizens without delay, the Movement for Reforms and Development of Tajikistan insists on the following measures:

  1. The immediate termination of the Russian Federation’s 201st military base in Tajikistan, which symbolizes Russian expansionism and serves as an instrument of control over our country.
  2. Tajikistan’s withdrawal from the Commonwealth of Independent States (CIS) and the Collective Security Treaty Organization (CSTO), both of which have become mechanisms for advancing Russian hegemony and undermining our state sovereignty.

We also call upon the international community to closely monitor human rights violations and manifestations of xenophobia in Russia. Policies rooted in discrimination and aggression pose a serious threat to international peace and security. We demand the recognition of such practices as manifestations of a state ideology incompatible with the principles of international law.
