Press Release On the Working Visit of Sharofiddin Gadoev to Afghanistan

With the highest respect, we announce that, as part of ongoing efforts to strengthen regional security, promote civil society cooperation, and counter the threat of extremism, the leader of the Movement for Reform and Development of Tajikistan, Mr. Sharofiddin Gadoev, is conducting a working visit to Kabul, Afghanistan. The visit is being carried out at the invitation of Mr. Fazal Rahman Oriya, Director of the non-governmental analytical organization Sahar Discourse Center, with the objective of fostering strategic and constructive partnership.

The primary purpose of this visit is to develop joint mechanisms to promote stability, deepen engagement with civic institutions, and facilitate the establishment of direct and substantive dialogue between the civil societies of Tajikistan and Afghanistan, thereby reinforcing the fraternal bonds between our peoples.

The Movement for Reform and Development of Tajikistan expresses its profound concern over the growing terrorist threat posed by the so-called Islamic State – Khorasan Province (ISIS-K), whose increasing activity poses a grave danger not only to the Central Asian region but to the broader international community as a whole.

Particularly alarming is the fact that a significant proportion of ISIS-K rank-and-file fighters are citizens of Tajikistan. This troubling phenomenon is a direct consequence of the repressive policies of the current Tajik regime, which has systematically deprived the youth of their right to a dignified life, liberty, and justice. Widespread unemployment, lawlessness, lack of opportunity, and brutal political repression have driven thousands of desperate young people into the arms of extremist organizations. The internal oppression and social despair perpetuated by the regime have become one of the key drivers of international terrorism in the region.

The authoritarian policies of President Emomali Rahmon’s regime — including the systematic dismantling of independent political forces and the physical elimination of opposition leaders through repression, mass killings, arbitrary arrests, and intimidation — have created fertile ground for the spread of extremist ideologies.

Tens of thousands of Tajik citizens have become victims of persecution: thousands of political figures and activists are imprisoned, many have been subjected to torture and enforced disappearances, and tens of thousands have been forced to seek refuge abroad. Today, Tajikistan is a country where freedom of speech is stifled by repression, independent journalists face arrest, torture, and political persecution, and dozens of journalists and thousands of political prisoners remain behind bars on fabricated charges.

The Movement for Reform and Development of Tajikistan reaffirms its commitment to supporting civil society, promoting regional stability, and deepening fraternal ties among the peoples of Afghanistan and Central Asia. Our efforts are aimed at building conditions for peaceful coexistence, free exchange of ideas, a shared response to contemporary challenges, and the construction of a just future.

We firmly believe that only through unity, mutual understanding, and collaborative action can we effectively counter radicalization, foster peace, and restore hope to millions of people across our shared region.
