We, the representatives of the Movement for Reform and Development of Tajikistan, address this call to all rational, responsible, and patriotic citizens, to representatives of political and civic forces, the Tajik diaspora, intellectuals, human rights defenders, religious leaders, and civil society activists.
The Republic of Tajikistan is currently experiencing a profound political, legal, and humanitarian crisis, caused by the usurpation of power by a single family — President Emomali Rahmon and his close circle. As a result of thirty years of authoritarian rule, the foundations of the constitutional order have been dismantled, democratic institutions have been eliminated, the political opposition has been destroyed, and civil society has been suppressed. The judiciary, security apparatus, economy, and religious institutions are fully subordinated to the interests of the ruling clan, while independent journalists, activists, opposition members, and religious believers have faced mass repression and extrajudicial killings, and thousands of political prisoners remain behind bars.
Under these conditions, we believe that the time has come for a historic National Dialogue — a broad, inclusive, and open process in which the voices of all free and responsible segments of Tajik society can be heard. The aim of this dialogue is to unite efforts to save the country and its people from further degradation and dictatorship.
The central objective of the National Dialogue is to launch the process of forming a Provisional Government of the Republic of Tajikistan in Exile — a temporary, representative, and legitimate political platform that shall:
• represent the interests of the Tajik people in the international arena;
• ensure the protection of human rights and the release of all political prisoners;
• lay the groundwork for the restoration of constitutional order and the rule of law;
• establish the conditions for holding genuinely free and fair elections under international supervision;
• facilitate a peaceful and lawful transition from authoritarianism to democracy.
The establishment of such a government cannot be the decision of a single group or movement — it must result from a genuine National Dialogue and a broad consolidation of all democratic, civic, religious, and patriotic forces. For this reason, we are initiating a negotiation process with representatives of opposition organizations, civil society, the diaspora, independent experts, human rights defenders, and all those who are ready to contribute to the liberation of Tajikistan and the building of a free and just state.
To coordinate efforts within the framework of the National Dialogue, we propose the creation of a National Council, which will:
• coordinate the formation of the Provisional Government;
• develop a transitional roadmap;
• conduct international negotiations and diplomatic initiatives;
• represent the interests of the Tajik people before the international community.
The current regime not only devastates Tajikistan from within, but also poses a threat to the entire Central Asian region. Its monopoly on power, mass repression, and collaboration with authoritarian foreign powers jeopardize both regional and international security.
The establishment of a Provisional Government in Exile is a peaceful, lawful, and strategic measure to protect the interests of our people. We call upon all those who care about the future of our homeland to support the National Dialogue and actively participate in shaping a new democratic alternative.
We welcome all who are willing to share their opinions, proposals, or visions regarding the structure, objectives, and guiding principles of the future Provisional Government. Your ideas and contributions are vital to the formation of a truly representative and people-driven initiative.
